Primary Objectives and Functions:
• Working within the Company Network Delivery team, ensuring the effective submission of implementation proposals for the IP-based telecommunications portfolio of through life projects.
• Ensure that delivered projects will meet the requirements and satisfaction of the Saudi Arabian Ministry of the National Guard (MofNG) and the UK Ministry of Defence (MOD) customers.
• Fully accountable for the effective planning and management of allocated resources to ensure the achievement of the Company’s annual orders and sales targets.
• Ensuring appropriate acquisition and commercial processes are adhered to at all times.
Summary of Duties and Responsibilities:
The post-holder is a primary interface to the Company’s customer community for all activities relating to the full implementation of a state-of-the-art, fixed secure nationwide telecommunications capability and is responsible for creating through-life, Value for Money (VfM) solution proposals at minimal risk to the Company.
The post-holder has the following responsibilities:
1. Ensure efficient use of Company resources to deliver:
• Timely, VfM, acceptable acquisition strategies and firm price proposals;
• Design-reviewed and vetted proposals in line with Company and customer governance procedures and commercial practice;
• Continuous high level of Customer satisfaction through adherence to the appropriate acquisition management practices;
• Low risk deliverable and supportable solutions / proposals.
2. Accountable for the effective planning of the Network Delivery cross-functional resource demand utilizing a matrix based Company organizational structure.
3. Creation of co-operative working relationships with the UK MOD team and sub-contractors to:
• Ensure proposals are delivered to Cost, Time and Performance, and;
• Initiate and / or support project delivery acceleration opportunities.
4. Develop and maintain best practice methodologies and procedures for the effective delivery of through life projects.
5. Assist in identifying and evaluating new project opportunities.
6. Deputise for the Head of New Business as required.
Contact with others (Internal / External / Meetings):
The post-holder has an important representational role for the Company and will be expected to manage effective business relationships with a wide stakeholder group including senior officers from the MofNG and the UK MOD, together with major international suppliers and sub-contractors at board level. The post holder will have to ensure that the project resources perform consistently and in line with common objectives.
Recruitment Specification (Knowledge & Experience):
ESSENTIAL
• Bachelors Degree or equivalent in an engineering or other appropriate discipline.
• ITIL Intermediate Level qualification or similar.
• Comprehensive understanding of bid management and commercial practice.
• Experience in telecommunications services industry.
• Proven experience in delivering projects utilising Information Technology Service Management (ITSM) practices.
• Proven track record of delivering successful IT based and other forms of Communications capability bids in line with appropriate business and engineering governance.
• Customer relationship management experience.
• Sound knowledge and experience of managing budgets.
• High standard of written and spoken English.
DESIRABLE
• ITIL Expert Level qualification or similar.
• Business / acquisition experience in the Defence sector.
• Experience of living or working in the Middle East.
As this role is based in Saudi Arabia, candidates must meet all of the minimum qualifications as they are not bound by UK or EU Laws, also individuals over the age of 50 will also not be considered for any of these roles.
