My client, who is a major telecoms provider, is now seeking Technology Enhanced Learning Manager for their operations in Saudi Arabia, you will be reporting to the Head of Training NGSS.

Your Primary Objectives and Functions will include:

• Planning. Develop and maintain the associated Technical Institute (TI) plans to translate the evolving requirements of the SANG Charter of Courses into delivered courses which leverage the latest in modern interactive courseware either through technology enhanced learning development or COTS solutions.
• Acquisition. Through close inter-working with TI bid managers and the MOD, support the development of proposals from an e-learning perspective to accurately address the needs of the programme within the overall SANG Signal Corps training strategy.
• Delivery (Technology Enhanced Courseware). Responsible for ensuring that the courseware subcontractor(s) deliver e-learning training materials as part of the above mentioned plans and in accordance with their contracted obligations whilst ensuring that the training needs of the SANG Signals Corps are at all times satisfied and that training solutions satisfy the Defence Systems Approach to Training (DSAT) quality standard.
• Delivery (Learning Management System). Ensure the introduction of, and transition to, implementation of the TI Learning Management System (LMS) meets the current and future needs of the customer. Work in collaboration with the MOD, SANG and related subcontractors, applying extensive knowledge of e-learning training policies, activities and developments as they are introduced by industry, the education sector and UK Defence.
• Training Portfolio Management. Responsible for the ongoing maintenance of the e-learning portfolio both on the SANG Signals Corps LMS and through marketing and communication tools.
• Resource Management. Manage a team of LMS Administrators as they are contracted onto the programme to support the management and delivery of e-learning in accordance with the contractual requirements and the needs of the customer.
• Service Management. Fully support the introduction into service of new e-learning and the ongoing evaluation of the performance of the same to constantly improve the provision of e-learning within the SANG Signals Corps.

Summary of Duties and Responsibilities:
• Act as the NGSS lead for all TI-related matters, collaborating closely with SANG, MOD SANGCOM team, subcontractors and company training staff.
• Convert outputs of Training Needs Analysis and functional specifications into detailed course designs and e-learning training courses as directed by the TI Programme.
• Work with Subject Matter Experts within the National Guard Signals School (NGSS) to design and develop audience-appropriate, clear, and concise training content that meets users’ needs and objectives.
• Ensure e-Learning content is SCORM-compliant and can be tracked by the LMS. Where this is not the case ensure conversion to SCORM is implemented through the agreed processes.
• To provide detailed input into training documentation to support the TI Acquisition, Delivery and Service Management Programme activities.
• Work with LMS subcontractor teams to resolve any technical or performance issues with the e-learning training system and courses.
• Sign-off e-learning content produced by the subcontractor for the company, ensuring it meets DSAT quality standards.
• Produce the required training delivery plans and where necessary, conduct training to staff and students on the LMS, courseware and user devices.
• Provide direct line management to the Senior LMS Administrator and LMS Administrator posts.

CONTACT WITH OTHERS (Internally / Externally / Meetings):

• Internal: Regular contact, as defined and required, with:
a) Reports directly to Head of Training NGSS.
b) Liaison with TI Senior Project Manager, TI project team and subcontractor staff located at Khasm Al An.
c) NGSS functional departments within the company and SANG.
d) Project and Delivery Staff.
• External: Regular contact, as defined and required, with:
a) Sub-contractors.
b) SANGCOM MoD TI Programme Team.
c) SANG Signal Corps Liaison Officers and staff within the NGSS.
• Meetings:
a) To lead or contribute to formal meetings, correspondence reports and minutes.
b) Lead workshops relating to e-learning.
c) Overseas travel occasionally necessary to meet with subcontractor professionals.

Judgement/Decision Making Authority (Specific Responsibilities):

• Judgment / Authority:
a) Will have an informed decision-making responsibility for training issues on behalf of the TI Programme.
b) To assist and collaborate with other members of the company as a fully co-operative team member.
c) To maintain an efficient filing system and prioritisation of work.
d) To be pro-active both in developing own knowledge and skills, and in developing required outputs.
e) Commensurate with the above duties and responsibilities and as directed/delegated by Head of Training NGSS.

RECRUITMENT SPECIFICATION (Knowledge and Experience):

• An appropriate qualification at minimum Level 4 in a discipline relating to education or training.
• A qualified practitioner in project management or equivalent experience of managing projects in a learning environment.
• Experience of performing a management function within an education/ training environment. Experience of working in an MOD training environment would be advantageous.
• Experience of e-Learning and computer-based Learning Management Systems.
• Excellent presentation, written and oral communication skills.
• A detailed understanding of the Systems Approach to Training methodology.
• Experience of conducting Training Needs Analysis.
• A thorough knowledge of learning styles with specific awareness of modern approaches to learning using technology-enhanced solutions.
• Must be a self-starter and have an analytical and logical approach to problem-solving.
• Excellent time management skills and ability to meet tight deadlines in a multi-national and multi-functional team.
• Must be customer-focused and have the highest level of integrity.
• Comfortable in dealing with senior military ranks and working at the higher management level.
• Must have English as first language.
• Must hold a valid driving license from country of origin.

The ideal individuals for this role would probably be someone who has delivered training at one of the Military’s training bases, particularly from a trade training establishment delivering signals or communications training.

As this role is based in Saudi Arabia, candidates must meet all of the minimum qualifications as they are not bound by UK or EU Laws, also only individuals up to the age of 55 will be considered for any of these roles.
