My client, who are one of the UK’s leading Engineering Support services companies are now looking to recruit a Satellite and Systems Senior Engineer to join the team based in Ashchurch, Gloucestershire

Job Purpose

The Satellite and Systems Senior Engineer is a customer facing role reporting to the Head of Programmes and Engineering. The role leads the Business Unit’s (BU’s) integrated project engineering team and provides a systems approach to specialist engineering design and support services in the fields of Satellite, Radio Frequency (RF) communications and general engineering.

Main Accountabilities:
• To transition the current engineering team into an integrated project engineering team that efficiently supplies the engineering design and support services required to deliver projects defined within Task Service Forms (TSFs).
• To provide both a system and a specialist satellite engineering capability to the integrated project engineering team.
• To identify, create and apply appropriate team training and mentoring packages to support the transition to an integrated project engineering team.
• To create and document the engineering processes required to facilitate the creation of an integrated project engineering function.
• Control and allocation of engineering resource to provide the Prime Contract Programme Office (PCPO) and Solutions team with appropriate resource to facilitate task, minor project and major project requirement collection, design, production, deployment, test, acceptance and support as required.
• To support the PCPO and the Solutions team as required in the preparation of estimates, bid documentation, specification, pricing, tender, Gate and proposal documents for new opportunities.
• As part of the BU’s Governance procedures, review, amend and supply SME approval as necessary for the engineering elements of TSF estimates.
• Produce engineering documentation as required in support of TSFs.
• To contribute to increasing the competiveness of the Engineering function provided to the customer’s so that my client becomes the supplier of first choice.

Additional Accountabilities:
• To ensure appropriate communication is maintained with all stakeholders to create and maintain strong, lasting relationships with customers, suppliers, Service sponsors and Company stakeholders.
• To enhance Babcock’s reputation with by ensuring that all your assigned tasks are delivered by your team in a professional manner and meet or exceed the customer’s expectations.
• All line manager responsibilities for the integrated project engineering team which shall include:
1. Skills management.
2. Mentoring.
3. Appraisals.
4. Accurate time recording and checking of employees returned hours.
5. Accurate return and checking of employees’ claims forms.
6. Use of company E-rec electronic material ordering system.
7. Use of Neptune.
8. Toolbox checks.
9. Achievement of target 85% utilisation figure against fee paying work for all integrated project engineering staff.
10. General welfare.
11. Training and personal development.
• To ensure all integrated project engineering tasks comply with the Change Control requirements of the BU.
• To provide, as part of Information Assurance (IA), support to the Senior Information Risk Owners (SIROs) and Information Asset Owners (IAOs) to foster good cyber culture and behaviours to satisfactorily manage the BU’s information risk.
• To comply with the Data Protection Act (DPA) to provide the appropriate level of control of all personally identifiable information to which you and your team have access as part of their role.
• To ensure that all relevant IA and DPA control measures are enforced within the team.

Person Specification
• Knowledge, Qualification and Experience:
• Must hold a relevant engineering degree or alternatively HNC/HND qualification.
• Must possess Chartered Engineer (CEng) or Incorporated Engineer (IEng) status registered with the Engineering Council in an appropriate engineering discipline.
• Possess 5-years’ experience in an antenna systems engineering role, working with systems similar to those used in the high power communications and broadcast industry.
• Possess 5-years’ experience in the antenna engineering project environment working to deadlines using quality procedures.
• Must be diplomatic, assertive and a clear communicator in all forms.
• Communications and interpersonal skills sufficient to ensure the effective and cohesive functioning of a matrix structured, geographically distributed (nationally and internationally) integrated project engineering team.
• Ability to report clearly on events both verbally and in written form, including good technical specification, feasibility and report writing skills, applicable to a broad audience at all levels of seniority, both internally and externally.
• Ability to communicate technically with external professionals on an equal standing, to give advice and to seek future opportunities.
• Have the knowledge and skills needed to work on international projects in a multi-disciplined, multi-tasking team environment.
• Have a general understanding of project management systems and processes.
• Have an adequate knowledge of and compliance with the Health and Safety policy and regulations consistent with their responsibilities.
• Must possess or be willing to gain a Site Management Safety Training Scheme (SMSTS) qualification or equivalent.
• Must possess (or be willing to gain) an adequate knowledge of Construction (Design and Management) 2015 regulations and be able to represent Babcock in the role of Principle Designer.
• A good working knowledge of Microsoft Project, Word, PowerPoint, SharePoint and Excel.
• Good commercial awareness and an understanding of contract and commercial management.

System Engineering:
• Overseeing system engineering aspects of all project development systems.
• Overseeing the development and documentation of system designs derived from customer or FM Provider requirements.
• Overseeing project engineers in the analysis of requested design changes to confirm feasibility, impact and viability.
• Management and control of specialist engineering subcontractors.
• Overseeing project engineers in the integration and test activities required to validate designs and ensure compliance with requirements.
• Experience of working in an engineering/projects environment.
• Working knowledge of Risk Management techniques.

Satellite System Engineer:
• To be a source of technical expertise in RF antenna systems and associated equipment, including radiation hazard.
• To contribute to complex and diverse projects and bids within the communications arena for a broad range of security and defence sector customers.
• To manage contracts with equipment/service providers and to witness and supervise contractor acceptance tests and installation activities.
• Provide support and expertise within the department to support Babcock’s customers with new build projects, system enhancements, obsolescence management and system repairs.
• Ensure products and systems delivered are to the highest standards with system availability and performance being the prime drivers but remaining as economically viable as possible.
• Have an excellent understanding of satellite ground station infrastructure and be able to either manage the design or advise on the design of such systems.
• Knowledge of how to perform RF testing on these and other RF systems.
• The role will also include work on other RF systems from RF switching, coaxial feeder, RF over fibre to antennas working at frequency ranges of LF through to microwave.
• Whilst the majority of work will be on receive only systems knowledge of transmission systems is also highly desirable.
• Knowledge of control systems related to communications systems is also desirable such as PC based control and monitoring and satellite antenna drive systems.
• Provision of technical expertise in RF antenna systems and associated equipment.
• Design, procurement, management and supervision of the implementation of antenna systems and associated equipment.
• Knowledge of HF and V/UHF RF based communication systems.
• Experience of working with antenna systems, feeders, combiners and matrix systems.
• To provide operational support and training to meet the business need.
• Experience of working outside the UK and Europe.
• Experience of operational procedures and practices employed in high power broadcast installations and receive sites
• Experience of military communications systems or commercial broadcast systems.

The Satellite and Systems Senior Engineer must be able and willing to:
• Work Core Hours as specified within the Engineering Services contract.
• Work extended hours both abroad and in the UK when necessary.
• Travel abroad and in the UK when necessary.
• Undertake any duties over and above those listed, within reason, as directed by the Head of Programmes and Engineering.
