My client, who is assisting with the 2022 World Cup in Doha are now seeking to recruit a Senior Security Advisor to become a key member of the team on a two-year contract.

You will be reporting to the Head of Transport unit and eventually have a team of Transport Security Consultants reporting to you, and you will be responsible for leading the delivery of expert advisory services to the Logistics Unit of the Security Committee for the FIFA 2022 World Cup Qatar.

The role is an extension of the Security Department’s support to the 2022 Security Committee Units. The Logistics Unit Transport Management Expert Advisor should have a specialist background in logistics, traffic and transport security planning and operational delivery for global mega-events, and professional competence in leading commercial client-side advisory teams at a senior level.

Key Responsibilities
• Advise the Logistics Unit Commander in all aspects of mega-event logistics traffic and transport planning and delivery
• Ensure coherence with the Security Committee’s 2022 Security Strategy, Concept of Operations and delivery Roadmap with respect to the Logistics Unit’s scope of work
• Ensure the delivery of Unit outputs on behalf of the Logistics Unit Commander
• Assist with the production and delivery of the Logistics Unit Operational and Readiness Plans, as per the Unit Commission
• Provide expert guidance and support to ensure the delivery of the Unit Commission, Project Plan and other core documents as required
• On behalf of the Logistics Unit Commander, ensure effective engagement and liaison with external stakeholders, with particular emphasis on C3, government and FIFA/LOC domains, to align logistics security planning with event-wide planning, readiness and delivery activity
• Identify, build and mentor suitable sustainable Qatari SQEP to ensure legacy impact is maximised.
• Supervisory:
• Provide coordinating activity within the Logistics Unit and to external stakeholders concerning logistics and transport security Requirements Definition and Solution Design
• Problem solving, deconfliction and project monitoring
• Ensure integration with the Logistics Unit leadership chain of command for all logistics transport issues and products
• Understanding Client Requirements
• Report project progress, risks and issues in accordance with Security Committee and Security Department assurance and programme management processes
• Coordinate with stakeholders to capture requirements and improvements
• Attend all Logistics Unit Project meetings to ensure the advisory team remain aligned with the Logistics Unit daily needs
• Engage regularly (weekly) with Security Department leadership / Chief of Staff

Reporting and Project Management
• Review and align the advisory team daily schedule and priorities
• Provide regular updates to the Logistics Unit Commander as directed
• Provide regular reporting to the Security Department PMO and Assurance function as directed
• Ensure horizontal alignment with non-security logistics, traffic and transport planning
• Contribute to the identification of opportunities for continuous improvement across the project scope

Training and Development
• Oversee the development and implementation of the Logistics Unit Readiness Plan
• Identify additional training and development opportunities and requirements for Logistics Unit officers and/or traffic and transport stakeholders
• Support the Logistics Unit with its internal staff training and development

Information Security
• Comply with all relevant Information Security practices and standards to ensure data integrity and confidentiality for the advisory team

Document Development
• Ensure the Logistics Security Plan and Readiness Plan are iteratively assured and approved in accordance with the Logistics Project Plan
• Ensure awareness and understanding of logistics and transport related documentation produced by 2022 security and non-security partners
• Provide feedback on related documentation on behalf of the Logistics Unit
• Contribute to document reviews when requested by the Security Department or other traffic and transport stakeholders

Policies Plans, Procedures
• Follow all relevant Security Committee, Security Department and Logistics Unit policies, processes and instructions so that work is carried out in a controlled and consistent manner
• Comply with all relevant safety, quality and environmental management regulations and controls

Work conditions
• SC Office and site-based environment
• Some travel in and outside the State of Qatar

Qualifications, experience and skills
Education and certifications
• Bachelor’s degree in security management or related disciplines
• Certification in Project Management
• Evidence of extensive programme / project management competence, ideally in a national level mega-event traffic and transport security context
• Evidence of extensive leadership in challenging environments

Experience and skills
• Minimum 16 years of experience in large organisation’s transport and logistics security planning and delivery
• At least 7 years in a management position
• At least 20-years’ experience of transport and logistics
• At least 10-years’ experience designing and delivering mega-event logistics transport services
• Evidenced direct expertise in recent City-based mega-event logistics transport security planning and operational delivery across Gold, Silver and Bronze levels
• Experience working in Gulf context
• Required expertise in senior stakeholder engagement and management
• Required experience in managing and overseeing the delivery of all project requirements
• Required highly developed interpersonal and communication skills in challenging environments
• Required experience in handling multiple and complex demands under pressure and within tight timescales
• Required commercial experience and competence at security programme level
• Required to display individual skills and strengths whilst supporting team members to achieve common goals
• Proven experience in providing advisory services at senior levels and transport forums
• Strong organisational skills
• Ability to navigate, work effectively and influence a complex network of stakeholders
• Problem solving skills
• Ability to develop, plan, implement, and evaluate programmes and short- and long-range goals
• Demonstrate credibility to work well under pressure while maintaining a high attention for details
• Ability to apply creative problem-solving techniques
• Fluent in English (verbally, reading and writing)
• Arabic an advantage (verbal)
• Excellent communication skills (written and verbal)
