My client is now seeking a Head of Training to be responsible for the delivery of training services to their client based out in Saudi Arabia.

You will be reporting to the Programme Director and you will have about 50 direct staff reporting to you, and your primary objectives will include
• Deliver a Training Service in accordance with the Scope of Services (SoS)
• Manage and be fully accountable for the provision of a technical Training Service in the National Guard School of Signals (NGSS) and to the National Guard Corps of Signals (NGSC).
• Manage the Training Staff as the Head of Training Services (HTS).
• Manage the annual NGSS and Training Budget.
• Prepare the establishment for transition to an Institute of Military Technical Training.
• Complete and integrate Training Plans for the inclusion of new capabilities which will be delivered under the new equipment programme of work.

Summary of duties and responsibilities
• To manage the Annual Training Schedule (ATS) in accordance with the Annual Training Requirement (ATR) and to recommend modifications to the Long Term Training Forecast (LTTR).
• To oversee the planning and development of courses and teaching materiel to ensure that the training design conforms to the Programmes of Instructions (POI) and Systems Approach to Training (SAT) methodology.
• To deliver training to support SANG’isation in accordance with the ATS and Scope of Services.
• To provide and manage the NGSS Facilities outlined in the SoS to support training development and delivery.
• Manage the NGSS facilities contract.
• To keep the SANGCOM SO1 Training and the NGSS Commandant fully appraised of all customer-facing issues affecting the delivery and quality of the training.
• Oversee preparation of the Monthly Report on Training for submission to Programme Director (PD) SANGCOM and Programme Director (PD) SANG.
• To give SME advice to the PD SANG on all policy matters relating to training and any issues impacting upon customer relations.
• To manage the NGSS staff together with the Line Managers of the five specialist Training Departments.
• To be responsible for the organization and management of professional and qualified Training staff.
• To support the introduction of new technical communications equipment into the NGSS, and agree a training support plan in association with the Project Managers (PM) LOA3 Phase 3 and Head of Managed Services (HMS).
• To produce and be financially accountable for the annual training budget within the Delegated Authority (DA) limits and the relevant sub-contracts.
• Introduce processes that will lead to the official recognition of the NGSS as a Technical Institute

Contact with others (internal/external/meetings)
• At Managing Director and Programme Director SANG level internally.
• At a senior level with NGSC and SANGCOM externally.
• Represent my client at all Integrated Project Team (IPT) and NGSC Training Sub-committee meetings concerning training issues.
• Attend the weekly Technical Committee with the NGSC and SANGCOM.

Judgment/Decision making authority (specific responsibilities)
• Able to make decisions regarding recruitment, employment and termination of staff and their promotion and pay scales.
• Able to make policy decisions on training matters and training strategy.
• Able to authorize payments in accordance with current Scope Of Services and Delegated Authority.

Recruitment specification (knowledge & experience)
• Educated to first degree level, preferably BEd, and/or fully chartered member of the Institute of Personnel and Development (CMIPD).
• Should have had at least 10 years experience including 5 years at a management level in a training field including training needs analysis (TNA), training design and development.
• Experience of training management in a military environment is essential.
• Good interpersonal skills are highly desirable because of the close, day-to-day dealing with the NG and the SANGCOM.
• To be a sound and proven leader who has great tact of diplomacy, resilience and patience.
• Must possess a valid Driving License from Country of Origin.

This role is a senior role and my client is looking for a candidate with long experience in managing training school (President or Vice president of training school) .They are seeking a candidate with proven abilities to take this successful developing training establishment forward into a new era. And you must be able to demonstrate strong, effective leadership, communication, vision and commitment to build upon current progress in achieving top quality education for the students.

It will be vital for any candidate to respect and understand the military and cultural environment in which the establishment operates and therefore knowledge of Saudi Arabia and the Middle East is a distinct advantage.

Any future Head of Training would be responsible for ensuring the development of the current staff whilst concurrently recruiting additional staff with the requisite qualifications to deliver the correct level of training in budget.
