Our Client a world leader in supply of air and naval platform countermeasures for the last 40 years is now seeking an experienced Safety and Environmental Engineer to cover the
Support to the HS&E Director and the HS&E Technical Support Manager in the development and delivery of the CCM Risk Control Model.
• Be the lead HS&E team support to the development of operational and product safety cases.
• Co-ordinate and manage the production and ongoing maintenance of the COMAH safety report.
• Co-ordinate and manage the site explosives licence and supporting processes.

Accountabilities
Primary
• Assist the HS&E Director and the HS&E Technical Support Manager in establishing, maintaining and implementing HS&E policies, processes and guidance.
• To monitor, audit and review the implementation of the HS&E Management System
• Actively participate as part of the team (lead HS&E input) undertaking PHA’s of operational processes.
• Lead and support operational areas of the business in the production and ongoing maintenance of operational safety cases.
• Support the development and ongoing review of product safety cases.
• Develop and manage the system for recording, tracking and reporting progress on the delivery and review of operational safety cases and product safety cases.
• Lead the development and ongoing maintenance of the COMAH safety report for the High Post site.
• Lead/undertake/manage qualitative and quantitative risk assessments (and other technical evaluations) in support of the COMAH safety report and Site Explosives Licence.
• Support the HS&E Director in managing the Site Explosives Licence in accordance with relevant CCM policies, processes and guidance.
• Support the business in the day-to-day review and drafting of building licence applications.
• To report immediately to the HS&E Technical Support Manager, HS&E Director and Line
• Management anything which is his or her opinion may directly or indirectly give rise to an unsafe situation.
Secondary
• Support the delivery of health, safety and environment training at all levels of the organisation.
• Monitor current and pending health, safety and environment legislation and advise on any impacts or required changes to policies, processes and guidance.
• Such other reasonable duties which may be required from time to time as directed by the HS&E Technical Support Manager or HS&E Director

Knowledge and Experience Required
Qualifications/Experience
Essential
• Engineering Degree (ideally chemical engineering)
• NEBOSH Diploma or equivalent
• IEMA Certificate or equivalent
• Experience of undertaking / leading process hazard analysis (PHA) studies,
• HAZOP studies, etc.
• Successful completion of the Company Explosives course
• Experience of undertaking quantitative and qualitative risk assessments
• Experience of developing COMAH safety reports
Desirable
• Chartered Engineer (CEng)
• Chartered Member of the Institution of Occupational Safety and Health (CMIOSH)
• Associate Member of the Institute of Environmental Management and Assessment (AIEMA)
• Familiarity with explosives manufacture
• Some knowledge of implementation of HS&E legislation

IT skills
• Should be computer literate in Microsoft software with skills to include: Word; Excel; PowerPoint; Project
