Our Client is seeking a health and Safety Specialist to support the Facility in assuring the effective implementation of the Company Health & Safety management systems, providing advice, support and guidance on all conventional, general and industrial safety issues to ensure facility compliance with all relevant legislative and company requirements.

Key accountabilities
• Management of safety legislation and company safety policy within the facility and to be a focal point for advice
• Promote the development of safety awareness/culture within the facility
• Work with the Facility assurance team to liaise with supporting professionals to ensure compliance with statutory and corporate safety legislation
• Provide the appropriate interface with regulator representatives ensuring the availability of demonstrable evidence at all times
• To assist the Health & Safety manager and act as his deputy when necessary

Responsibilities
• To ensure that responsibilities with regard to the Company’s Environment, Health, Safety, Security and Quality Standards are met and understood
• To ensure the company health and safety standards are applied
• Provide safety, health and environmental advice and assist with operating groups
• Provide safety input to the annual case for continued operation
• Be the Focal point for risk assessments (including fire, Control of Substances Hazardous to Health (COSHH), Manual Handling, Personal Protective Equipment, Respiratory Protective Equipment, Display Screen Equipment, Provision and Use of Work Equipment Regulations (PUWER) & noise)
• Manage the emergency response plan for the Facility and take on emergency roles where required
• Act as safety authority in the facility modification process and safe systems of work committees
• To undertake express accident investigations as required
• To safeguard company information and assets from unauthorised access or disclosure, report security breaches and apply security at all times
• To carry out other tasks at the request of facility management
• To manage and carry out the investigation process and trend analysis of abnormal events

Qualifications
• Degree in engineering / relevant discipline or equivalent vocational experience
• NEBOSH certificate or equivalent as needed for unescorted access throughout the facility

Knowledge
• An understanding of company safety instructions and procedures
• An understanding of UK safety legislation and its applicability to the workplace
• Nuclear Installations Inspector (NII) licensing conditions
• Knowledge of continuous improvement techniques

Experience
• Experience applying local rules within a high hazard industry
• Good experience undertaking risk assessments and reviewing safe systems of work

Skills
• An ability to assess the Health & Safety significance and importance of management and engineering controls
• Offer constructive criticism and advice on Health & Safety issues
• Offer solutions to Health & Safety related problems
• Excellent communication skills including presentational skills and report writing
• Engineering and technical abilities
• Investigation techniques
• Conflict resolution

Special Requirements
• A willingness to become a Monitored radiation worker

Because of the nature of the work undertaken at my clients' site, this post is required to meet special nationality rules and therefore are only open to British Citizens. All selected candidates will be required to undergo security clearance. The MoD rules state that in order to have access to this level of information, candidates "must be British as defined in the British Nationality Act 1981"
