Our Client, a major oil production company established in 1962 with operations in the North Sea and elsewhere across the globe is seeking a suitably qualified and experienced, motivated and self-driven I&C Technical Authority to become a key person in their onshore support to join the E&I Section within Engineering & Maintenance Department in their Aberdeen office.

The Engineering & Maintenance Department provides Technical Support and Assurance to the Company North Sea Operation including the offshore installations as well as minor and major projects.

• The primary purpose of a Technical Authority is the safeguarding of technical integrity on Company facilities by defining the Frame Work to act safely.
• The Technical Authority is a senior specialist role within the company and will be a recognised subject matter expert for the Instrument & Control discipline.
• The Technical Authority will provide direct and impartial feedback on the integrity status of Company facilities.
• Key role in ensuring that the risks associated with Major Accident Hazards are fully understood and are being effectively managed.
• The Technical Authority will support and share the companies drive for technical excellence.

Roles & Responsibilities of the Technical Authority
The main responsibilities for the Instrument & Control Technical Authority are
• Technical Authority for systems and technology within the Instrument & Control discipline
• Providing expert technical advice to offshore, projects and onshore support organizations.
• Ensure an appropriate suite of technical standards and procedures within discipline are in-place.
• Approve or reject requests for deviations from their discipline technical standards and procedures and ensure these are assessed for risk and documented for action.
• Ownership (develop, manage and review) of Performance Standards of Safety Critical Elements (SCEs) in support of the Company Verification Scheme, proactively monitor SCEs for compliance and for addressing any SCE performance issues with the Asset Teams.
• Review failures associated with systems, equipment / SCEs within discipline and lead or participate in associated investigations / Root Cause Analysis.
• Represent the Company on various external industry bodies with the purpose of keeping abreast of best industry practice, technical issues, new and revised legislation and guidance.
• Develop and maintain positive and constructive relationships with key stakeholders e.g. OIMs, Installation Teams, Discipline Section Heads, Project Managers etc. and hold regular feedback meetings with these stakeholders.
• Provide guidance, mentoring and training across the installations where required.
• Carry out regular installation site visits to liaise with offshore personnel.
• Accountable for ensuring that the equipment and facilities delivered is in accordance with the discipline standards.
• Arranging the provision and management of third party services and equipment where appropriate.
• Responsible for supporting the E&I Team Leader in ensuring the provision of timely, appropriate and accurate provision of cost estimates, feasibility studies and schedules for accurately forecasting all the portion of the annual budget that is associated with the facilities.
• Individual projects and initiatives on behalf of the operations group as required.
• Carry out audits and participate in incident investigations as required.
• Through these activities the Technical Authority contributes to the company main objective of ensuring its Integrity is maintained in a safe, efficient and consistent manner ensuring timely project deliverables at minimum cost as well as maintaining production.

Minimum Qualifications
• Relevant Engineering Degree within Discipline
• Preferable Chartered Engineer

Preferred Knowledge / Skills / Experience
• Good understanding of offshore operations
• Knowledge of associated technical/engineering disciplines such as Process, Mechanical and Electrical
• Familiar with UK industry regulations relating to the oil and gas industry and with dealing with HSE, DECC and industry workgroups
• Effective relationship-builder at all levels, internally and externally
• Effective communicator both written and verbal.
