My client, who is a major telecoms provider is now seeking a System Design Engineer – Radio for their operations in Saudi Arabia, you will be reporting to the Systems Design Authority

Primary Objectives and Functions
• Requirements definition, design, specification, and competitive procurement of Digital HF radio and Secure Mobile Radio (SMR) TETRA systems.
• To co-ordinate, review and support the associated design programme.
• To produce and (where necessary) review method statements for Network and access designs and designers risk assessments.
• Ensure design documentation is professional and complete for Technical Transfer to OM&T.
• Responsible for engineering support for existing designs.
• Define, review and agree subcontractor proposals for design, installation, testing commissioning and acceptance test plans.
• Supervision of sub-contractor Systems implementation and Bringing Into Service.

Summary of Duties and Responsibilities
1 Provide expertise in each of the following areas:
• Cost effective solution Design and dimensioning of Digital HF and SMR systems, including associated Access and Management equipment.
• Specification of Digital HF, SMR and associated equipment, including bearers.
• Management systems associated with Digital HF and SMR equipment.
• Acceptance and Bringing Into Service of systems.
• Technical reports on full network wide requirements.
• To provide a full set of accurate design documentation for Technical transfer and provision to OM&T for maintenance.
• Must be responsible for Test acceptance documentation.
• Provide Availability / Reliability information input to Support plans.
• Ensure installation design coordination and environmental requirements are design considerations.
• Devise and maintain Standard Operating Procedures (SOPs).
• Provide support in the receipt, categorisation of content, filing and dissemination to project team members of specifications.
• Manage change control / configuration management issues for which responsibilities are defined.
• Sub-contractor negotiations and supervision.
• Any other ad-hoc duties as directed by management.

2 Provide Technical proficiency in associated areas including:
• A wide range of network technologies and services across core / transport networks through to access technologies and systems.
• Proven design experience of Digital HF and SMR networks.
• Thorough understanding of Fibre, copper and DMRS transmission medium properties.
• Signalling systems, numbering and routing schemes associated with SDH network is highly desirable.
• Experience in the operation, maintenance and support of SDH networks is desirable.
• Knowledge of a broad range of related topics, e.g. terminals, UPSs, cabling, equipment room design Inside Plant (ISP) and Outside Plant (OSP).
• Interfacing to other multi-protocol transmission systems including a variety of digital bearer systems.
• Review of subcontractor proposals, preparation of progress reports, assistance in design review procedures and technical liaison with subcontractors.
• Standards related (ITU & Other) recommendations with respect to IETF protocols, signalling systems for Digital HF and SMR TETRA systems.

Contact with Others (Internal/External/Meetings):
• Company Middle and Senior Management. Project Managers. Operations, Maintenance and Training, Network Control staff.
• Customer – Middle and Senior Management and Military Personnel.
• Engineering - team members

Judgement/Decision Making Authority (Specific Responsibilities):
The System Design Engineer will have an appropriate level of Authority delegated to him by the System Design Authority commensurate with the above duties and responsibilities.

Recruitment Specification (Knowledge & Experience):

EDUCATION
• Ideally education to at least first degree level in a Communications Engineering Discipline or HND with appropriate experience.

EXPERIENCE
• Minimum of 10 Years in Telecommunications, with, at least 5 years being in appropriate Design role(s). Working knowledge of Microsoft ‘Office’ Packages (Excel, Word, Project etc.)

COMPETENCIES
• Must be able to communicate effectively orally and literally at all levels both internally and externally.
• Must be a results orientated team player, possessing strong problem solving skills, energy and initiative.
• Must be a responsible individual
• Proven flexible approach to working in a pressurised environment to meet deadlines.
• Have the ability and experience to work within a commercial and military environment.
• Experience of working in a multi-disciplined internal team, MOD and subcontractors staff.
• Membership of an appropriate professional Institution.

As this role is based in Saudi Arabia, candidates must meet all of the minimum qualifications as they are not bound by UK or EU Laws, also individuals over the age of 50 will also not be considered for any of these roles.
