My client one of Saudi Arabia\'s largest food manufacturing companies are now seeking a Divisional Health Safety and Security Manager who has a special emphasis on Fire Fighting and Prevention.

You will be reporting to the Head of Health Safety and Security and you will have 12 immediate subordinates.

Therefor your role will be to advise and guide Operations employees on all health, safety and security issues so as to provide a healthy, safe and secure working environment at head office and other operation locations. To be the main focal point of localised security issues and provide the balance between accidental security intelligence and local intelligence, that provides business value by protecting its assets.

Your areas of responsibility will include:-
-Implement and maintain the Company\'s Health, Safety and Security Management Systems, in conjunction with and aligned to Groups Objectives, to support the achievement of the Company Health, Safety and Security Policies and business objectives.
-Facilitate the business risk process within the division to identify and minimise any potentially serious threats to the business
-Record, monitor and report Divisional Health, Safety and Security performance through established methods and generating regular reports.
-Direct the divisional training function to develop Health, Safety and Security training courses and where necessary to assist with their delivery.
-Develop and implement a divisional comprehensive audit plan and conduct Health, Safety and Security Audits, reviews and assessments to identify areas of improvements and to assess over all performance and make recommendations for action.
-Performance management and ensure continuing competency of the Project.
-Implement and maintain Operations Division Health, Safety and Security Management Systems, to ensure that all operation employees are able to work in a hazardous and risk free environment.
-Contribute to the various Divisional Project Stakeholders to ensure consistency of advice and standards.
-Liaise with external security providers private and governmental sources to ensure all the companies assets are protected and information sources are accurate
-Liaise with the head of health, safety and security to ensure that accurate intelligence briefings for key head office staff are provided.

Key Performance Indicators will include:-
-100% accurate and up to date statistical information provided to all divisional key stakeholders. Contribute positively to the reduction of all HSS loss associated costs vehicle, security, incidents etc.
-Be the nominated project representative to champion the business risk focus as directed by Internal Audit
-100% accuracy and relevance of statistical information aligned to the divisional reporting mechanisms
-100% delivery of the AWS plan for the project and ensuring that the right competency is present in line with ITPs and relevant tasks
-Improved audit scores across the project minimum of 90% average from at leat a 85% sample. Improved quality of risk assessment
-Ensure 100% delivery of the company objectives through performance management
-100% accurate and up to date statistical information to demonstrate operation divisional accident, incident and risk reduction success in line with Company targets
-Sound advice of standards is consistent.
-100% accountability for providing information to the head of health, safety and security to ensure that the company and its subsidiaries Security level of alert is constantly applicable and applied consistently.
-Ensure that all monitors are 100% accurate by supporting the internal and external security and intelligence network accordingly.

ACTIVITIES
-Co-ordinate operation HSS functions to ensure all departments comply with legal, group and customer requirements and standards.
-Responsible for the Health, Safety and Security functions within the Operation Division of the company.
-Record, monitor and report Divisional Health, Safety and Security performance through established methods and generating regular reports.
-Direct the divisional training function to develop Health, Safety and Security training courses and where necessary to assist with their delivery.
-Assist Operation in achieving all UK/KSA HSS legal requirements.
-Investigate, in conjunction with other Health, Safety and Security and production staff, the reason for any breakdown in Health, Safety and Security policies or practice.
-Ensure that the resources and practices of the Operation Divisions Health, Safety and Security are both safe and adequate to enable required standards to be achieved
-Advise Operation Management of current developments and make specific recommendations for change and improvement.
-Direct the development and implementation of the Operation Health, Safety and Security Plan including the setting of Health, Safety and Security objectives within the agreed time frame.
-Responsible for the Performance management of the operation security functions in line with the business objectives
-Coordination of the Performance management of the Regional security functions in line with the business objectives
-Implementation, documenting and communicating health, safety and security standards for all activities as required.
-Review risk assessments to identify opportunities for improvements and assist line managers to develop risk assessment programs within their departments.
-Review all accident reports for accuracy of data in order to assess the adequacy of investigations
-Carry out audits - Self and in coordination with the Head of Heath, Safety and Security.
-Provide coaching and assistance to line managers in self-audits.
-Regularly attend meetings within the all areas of the division as and when necessary & play an integral role within the operation exec meetings.
-Assess Health, safety and security training needs based on Risk assessment & accident preventive actions and recommend and assist to line managers and training department.
-Act as a source of Health, Safety and Security expertise, providing assistance as required, helping others to help themselves.
-Recommend changes to company Health, Safety and Security policy as and when weakness and opportunities for improvements become apparent.
-Visiting all divisional areas at least once annually to audit, review and report on the HSS standard.
-As part of routine site visits continually inspect, monitor and report on the general standard of accommodation with regard to its general suitability, Health of living and recreational facilities, overall maintenance and up keep.
-Approving relevant Capital Expenditures Request from an HS&S point of view.
-Involved in high level investigation and reporting on accidents when and where necessary.
-Where necessary involvements in construction site safety, induction, training, inspection etc.
-Provide advice on Safety & Fire protection for new projects by use of international code and standard.

You will be based in at the Riyadh HQ and you will need to provide service to all manufacturing and depot locations across Saudi as part of a plan or an emergency response covering 27/7 365 days per year.

You will have to develop key relationships with all Embassies and various Consulates as the personnel working within the company come from all over the globe, as well as Security and Intelligence Networks as well as other security personnel and Government departments.

To be eligible for this role you will need the following qualifications and skills:-
-University Degree NEBOSH Certificate or Post Graduate Certificate in Health, Safety/Security or similar
-Technical Member of the Institution of Occupational Safety and Health (Tech SP), or Graduate Member of IOSH (GRADOSH)
-Member of the Institute of Fire Engineers or equivalent
-Fluent English
-Registered Security Practitioner (RSP)
-Has managed security at a senior level within a FMCG environment for a period of 10 years minimum.
-Can demonstrate quantifiable improvements in security by influencing board level management
-Can demonstrate experience and competency in the design and management of fire detection and suppression systems.
-Experienced in management, influencing skills and communication.
-Specifying safety and security standards.
-Communicating effectively with a multinational workforce at all levels.
-Handling emergency situations.
-Detailed knowledge of implementing planned security and other preventive safety measures.
-Experience of leading/managing other Security personnel e.g. Safety/Security Officers, coordinators etc. at a senior level.
-Experienced in management, influencing and communication and specifying security standards.
-Managing crisis and emergency situations at work.
-Demonstrable use of Intelligence and networking tools to create a well informed and responsible team of emergency wardens.
-Has managed Security in a multi-site environment.
-Managing crisis and emergency situations at work - including large scale evacuation of staff and families
-Previous Intelligence type role
