Senior Programme Manager – Network Delivery Saudi Arabia Excellent Package

My client, who is a major telecoms provider to the military, is now seeking a Senior Programme Manager – Network Delivery for their operations in Saudi Arabia, you will be reporting to the Program Director and will have about 80 personnel reporting to you.

Therefore your Primary Objective and functions will include:
• Leading the Company Network Delivery team, ensuring the effective implementation of the IP-based telecommunications portfolio of through life projects.
• Ensuring delivered projects meet the requirements and satisfaction of the Saudi Arabian Ministry of the National Guard (MofNG) and the UK Ministry of Defence (MOD) customers.
• Fully accountable for the effective planning and management of allocated resources to ensure the Company’s annual orders and sales targets.
• Champion the introduction and roll-out of IT Service Management (ITSM) concepts throughout the business.

Your summary of Duties and Responsibilities will include::
The post-holder is the primary interface to the Company’s customer community for all activities relating to the full implementation of a state-of-the-art, fixed secure nationwide telecommunications capability and is responsible for creating through-life, value for money solution proposals at minimal risk to the Company.
The post-holder has the following responsibilities:
1. Accountable for the delivery of a multidiscipline Nationwide Communications Programme which includes:
• The integration of network tools, end user technologies and the secure nationwide infrastructure;
• The transition of current communication systems;
• The development of a service management operations framework.
2. Ensure efficient use of Company resources to deliver:
• Timely, value for money, acceptable acquisition strategies and firm price proposals;
• Design-reviewed and vetted proposals in line with Company and customer governance procedures and commercial practice;
• Continuous and high level of Customer satisfaction through appropriate acquisition and delivery management practices;
• Low risk Deliverable and Supportable solutions / proposals.
3. Fully accountable for the Network Delivery resource management via a matrix based Company organizational structure.
4. Creation of co-operative working relationships with the UK MOD team and sub-contractors to:
• Ensure proposals are delivered to Cost, Time and Performance, and;
• Initiate and / or support project delivery acceleration opportunities.
5. Develop and maintain best practice methodologies and procedures for the effective delivery of through life projects.
6. Assist in identifying and evaluating new programme business opportunities, and in defining and implementing policy and future strategy.

Contact with Others (Internal / External / Meetings):
The post-holder is an important representational role for the Company and will be expected to manage effective business relationships with a wide stakeholder group including senior officers from the MofNG and the UK MOD, together with major international suppliers and sub-contractors at board level. The post holder will have to ensure that the project resources perform consistently and in line with common objectives.

JUDGEMENT/DECISION MAKING AUTHORITY (Specific Responsibilities):
Empowered to commit the company within appropriate delegated financial limits.

RECRUITMENT SPECIFICATION (Knowledge & Experience):

ESSENTIAL
• Bachelors Degree or equivalent in an engineering or other appropriate discipline.
• Association of Project Managers Professional Qualification (APMP) or similar.
• ITIL Intermediate Level qualification or similar.
• Significant experience in telecommunications services industry.
• Proven experience in delivering projects utilising Information Technology Service Management (ITSM) practices.
• Proven track record of delivering successful IT based and other forms of Communications capability bids in line with appropriate business and engineering governance.
• Expert understanding of bid management and commercial practice.
• Expert Customer Relationship Manager.
• Sound knowledge and experience of managing budgets.
• High standard of written and spoken English.

DESIRABLE
• ITIL Expert Level qualification or similar.
• Post-graduate qualification, such as MBA or MSc. Telecommunications / Engineering.
• Business / acquisition experience in the United Kingdom Defence sector.
• Experience of living or working in the Middle East.

As this role is based in Saudi Arabia, candidates must meet all of the minimum qualifications as they are not bound by UK or EU Laws, also individuals over the age of 50 will also not be considered for any of these roles.
