My client, who is a major telecoms provider to the military, is now seeking a Network Systems Design Authority for their operations in Saudi Arabia; you will be reporting to the Chief Systems Engineer and will have about 50 engineers reporting to you.

PRIMARY OBJECTIVES & FUNCTIONS:

• To lead the technical teams (Core and Regional based) associated with the IP Network Delivery (IPND) project.
• Ensuring companies’ Engineering governing principles are adhered to by delivery teams to maintain consistency and a high level of technical assurance.
• Coordination of activities undertaken by the Core IPND team and the dissemination of design detail to the regional teams.
• Collaborative management of the Engineering resource assignments for the IPND project with peer role(s).
• Reporting of Engineering related high-lights and low-lights to the IPND Programme Manager.
• To provide Subject Matter Expert assurance on IP Network Architecture and infrastructure (DWDM/WAN/LAN/IP Telephony/Inside Plant [ISP]/Outside Plant [OSP]/Management Systems)

SUMMARY OF DUTIES AND RESPONSIBILITIES

• To work closely with other Engineering Design Authority roles to maintain best practices and consistency between projects.
• To lead the IPND Core design team and provide advice and coordination for design & technical assurance activities.
• To provide the technical point of contact for technical aspects raised by the regional project teams.
• Critique Engineering design proposals and their adherence to Design standards and Systems Engineering best practice.
• Assessment and presentation of design changes prior to submittal to the change advisory board.
• Identify and communicate any potential areas for improvement within the Engineering organisation.
• Maintain records of professional conduct for team members.
• Conduct team briefings as required to maintain the communications flow within the Engineering teams.

CONTACT WITH OTHERS (Internal/External/Meetings):

Leading a multicultural team of more than 50 engineers across a diverse mix of communication technologies.

The post-holder will be expected to manage, on a daily basis, effective Engineering relationships with a wide stakeholder group including
• IPND Programme Manager
• Company Delivery Partner members
• Coordination with peer level leaders within Engineering
• OM&T as required
• UK MOD as required (SANGCOM – Customer 1)
• MofNG as required (Customer 2)

PROJECT REPORTS:

Preparation and collation of Engineering IPND project status from Core and Regional teams.

PROBLEM SOLVING RESPONSIBILITY:

Will be required to address or escalate technical issues as required to ensure compliance with project requirements and adherence to project targets and schedules.

RECRUITMENT SPECIFICATION (Knowledge & Experience):

ESSENTIAL

• Recent management experience of medium sized teams working on large scale Defence, Government or Civil communications related projects.
• Technical team management experience with a proven record of success in achieving goals and targets.
• A creative design leader with solid understanding of Systems Engineering principles.
• Experience and knowledge on IP Networks (WAN/LAN), IP Telephony, DWDM, Microwave Transmission Systems, Encryption Devices, Network Management
• Experience in network design using Cisco components.
• Experience fibre optic cabling designs for G.652 and G655 variants.
• Good interpersonal and presentation skills.
• Self starter, able to work with a minimum of supervision.
• Must be computer literate with working knowledge of Microsoft Office applications.
• Good English, written and oral, communication skills.
• Ability to communicate concisely at a senior level within the organisation.
• Must have a flexible approach and be able to travel throughout KSA, potentially with the minimum of notice.
• Experience and ability to adapt communication style for different individuals / situations.
• High levels of drive and tenacity to achieve project timings.

DESIRABLE

• Experience working in KSA.
• Knowledge of Acquisition and Project Management.
• Knowledge of the MODs Acquisition Operating Framework (AOF).
• Cisco certification e.g. CCNP or CCDP.

QUALIFICATIONS

• University degree based technical qualifications in Engineering/Telecommunications discipline or related subject and/or experience proven ability.

As this role is based in Saudi Arabia, candidates must meet all of the minimum qualifications as they are not bound by UK or EU Laws, also individuals over the age of 50 will also not be considered for any of these roles.
