My client, who is a major systems provider, is now seeking a Regional Control Centre Manager for their operations in Saudi Arabia, you will be directly reporting to the Network Manager and you will have 6 – 8 personnel reporting to you.

PRIMARY OBJECTIVES & FUNCTIONS

• Responsible for the integrity and day to day management of the SANGCOM Network utilising the Element Management Systems in the Regional Control Centres and their staff in order to provide the highest quality of service to SANGCOM.
• Responsible for coordinating the Network Configuration & Technical Support elements in support of the Regional Control Centre in the day to day running of the Network.
• Responsible & accountable for making judgement decisions on the approval of S/C callout and the replacement of suspected faulty equipment for the purpose of resolving N/W faults in accordance with contractual SLA response times.

SUMMARY OF DUTIES AND RESPONSIBILITIES:
• To manage the SANGCOM Regional Control Centre and the staff in order to maintain the integrity of the network, which includes:
a) To ensure the smooth operation of the Regional Control Centre on a day-to-day basis by supervising the team of Network Engineers & Fault Controller that operates the EMS’s within the RCC in order to provide consistent & effective support to other GPT depts. and the SANGCOM Network.
b) Prepare, Manage & periodically review companies N/W operational procedures for all N/W EMS systems and equipment in order to provide & maintain peak performance, reliability and quality of service to the customer
c) To ensure the RCC staff monitor and resolve escalated issues related to the Network via the relevant EMS terminals and whenever necessary companies & S/C Field Support staff.
d) To escalate fault issues to the Network Manager & MoD LO when required, in line with the agreed scope of services.
e) Coordinate activities & studies to obtain data stats & analysis on all EMS systems.
• To provide a monthly on-call roster with full contact details for RCC staff for out of hours fault escalation.
• Responsible for all administrative issues in respects to subordinates, including authorizing overtime, annual leave, grievances and conducting periodical Performance Management reviews.
• To maintain close liaison between the companies Operations Management team, MoD LO & local SANG Commander.
• To provide technical data for inclusion into the Monthly Technical Reports, and to produce technical fault reports as delegated by the Network Manager.
• To develop and maintain the Regional Disaster recovery plan.

• Informal Meetings, Formal Meetings, Correspondence and Reports with respect to
a) Companies – Senior and Middle Management.
b) Subcontractor - Middle Management.
c) MOD/SANG – Middle Management.

JUDGEMENT/DECISION MAKING AUTHORITY (Specific Responsibilities)
• Ability to take full responsibility for the judgment in decision making over the areas of responsibility delegated by the Network Manager.
• Fully responsible & accountable for the authorisation of Sub Contractor deployment in accordance with the CVI process.

RECRUITMENT SPECIFICATION (Knowledge & Experience):
• Preferably to be educated to:
a) BSc/BEng with at least 5 years experience, including at least 3 years in a management position in a multi-disciplined telecommunications environment,
b) HND/HNC, with at least 7 years experience, including at least 5 years in a management position in a multi-disciplined telecommunications environment,
• Must be capable of using all Microsoft Office software.
• Must have experience in working in a RCC type environment as a Network Engineer or Manager
• Must possess a valid driving licence from the country of origin
• Must be physically fit to work in KSA

As this role is based in Saudi Arabia, candidates must meet all of the minimum qualifications as they are not bound by UK or EU Laws, also only individuals up to the age of 55 will be considered for any of these roles.
