My client a western based international NGO is currently seeking Emergency Logistics Coordinator for a 6 month contract for their operations in Sierra Leone for an immediate start.

The 2014 Ebola outbreak is the largest Ebola outbreak in history and the first in West Africa. The current outbreak is affecting multiple countries in West Africa with Sierra Leone/Liberia first reporting cases in March of this year. As of September of this year Liberia has reported over 3,000 cases with Sierra Leone reporting over 2.500 cases. Based on current rates of infection it is expected that case numbers will climb significantly in the current months. My client has been working in Sierra Leone for several years now and has been active in the Ebola Health response since the outbreak was declared. Due to the scale of the outbreak in Liberia my client has decided to establish a response to provide assistance to the large numbers of people who have become infected in recent weeks and are expected to be infected in the coming weeks and months ahead.

Overall description:
The main purpose of this position is to assist the Country Director in managing the support functions of the NGO’s operation in Liberia with direct responsibility for managing Security, Transport, Warehouse/Compound, Procurement and IT.

Reporting to:
ACDs/CD not sure of the structure

Key Logistic Duties:
• Manage the Logistics team including Logistics Manager and Procurement Manager;
• Overall responsibility for service delivery in Transport, Procurement, communications, Warehouse and Compound;
• Oversee the Procurement function to ensure it is adhering to all relevant NGO’s and donor policies;
• Oversee the transport department ensuring that maximum efficiency is achieved from NGO’s fleet and rental costs are minimized;
• Provide leadership at senior management team level and contribute to a service delivery culture within all systems in NGO;

Key Security Management Duties:
• Regularly review and update (as necessary) all safety and security procedures and policies;
• Support Country Director and Emergency Coordinator in ensuring that these are adhered to at all times;
• Ensure regular risk assessments on all of NGO’Ss activities;
• Ensure that all preparedness measures as laid out in the security guidelines are in place;
• Ensure support is provided to senior management and field staff to ensure health, safety and security on project sites;
• Monitor the overall security situation, obtaining accurate information based on multiple sources;
• Ensure communication with security actors as well as the NGO community (Joint Security Forum) and any other parties with respect to security issues;
• Provide security briefings as part of induction for new staff and visitors;
• Prepare security situation updates for the Country Director;
• Ensure that NGO’S guards are adequately trained and performing their duties in a professional manner; Provide capacity building support to field office security focal point;
• Requirements:
• 3-5 years or more previous overseas emergency management experience in humanitarian assistance programmes, at least 2 years of which must be at senior management level;
• Experience of liaising with institutional donors, governmental and local authorities, and other NGOs, including security networks;
• Experience of managing bid and tender, logistics and the procurement cycle, fleet and fleet procurement;
• Budgetary control and financial management skills a plus;
• Experience of managing large multicultural teams of people;
• Experience in conflict resolution in the workplace;
• Strong writing and analytic skills;
• Flexibility to adapt to changing requirements;
• A willingness to accept basic living conditions;
• Solid English communication skills (ready, writing, speaking);
• Good team player, capable of working with a multinational country team.

This role would suit individuals who have a logistics or stores background, or from an RQMS or CQMS/SQMS background.

In return they are offering a good salary, and they will cover all accommodation, flights, insurance, vaccinations etc. that you will need, including visas, the bulk of your salary will be paid into your UK account, however you will receive some cash payments so you can purchase your own food while you are out there, as this is a 6 month contract, they are also giving you 2 weeks holiday as well as some R and R during the contact.

They don’t foresee a great risk in dealing with individuals in country and they will try and keep the risks to an absolute minimum for the duration of the contract.
