My client, who is a major telecoms provider, is now seeking a Capability Delivery Manager (Technical Design) for their operations in Saudi Arabia, you will be reporting to the TI Head of Training Transformation.

The Training Transformation programme, which is part of a wider telecoms delivery programme to the Saudi Arabian National Guard, is designed to enhance technical training through the provision of training infrastructure and Technology Enhanced Learning (TEL) in order to ultimately, support the SANG Signals Corps (Signal Corps) in achieving their responsibilities as part of the security of the Kingdom of Saudi Arabia (KSA). For the extensive training to be converted to TEL, requires new and existing courses to be fully analysed and designed in line with Defence Systems Approach to Training Quality Standard (DSAT QS). Course design and development is conducted by sub-contractor staff but requires to be managed and delivered to meet the precise needs of the SANG Signal Corps.

Therefore the Primary Objectives of the Capability Delivery Manager (CDM) (Design) are:
• To manage the analysis and design for each Capability Training Subjects (CTS) through the defined gate process such that the outputs of the each CTS are delivered in accordance DSAT, the tight programme schedule and are delivered to the required standards;
• To interface directly with the MOD Staff in Kingdom and the SANG Signal Corps Officers and Soldiers for each CTS in order to define the requirements in terms of roles and performance which can then be communicated to the sub-contractor for them to conduct CTS analysis and design;
• To provide DSAT and Telecoms Systems guidance to the analysis and design sub-contractor consultants in order to ensure the CTS analysis and design activities are developed in accordance with the requirements of the programme and the needs customer and MOD;
• Once outputs from the CTS analysis and design are approved and transitioned to the courseware sub-contractor for e-learning development, the CDM (Design) is to monitor the e-learning development to ensure the e-learning development is in-line with the original CTS design, with specific focus on the ‘teachability’ of the future course from a blended learning perspective.
• Responsible for ensuring the acceptance of each CTS course element, from a design perspective, at the associated acceptance and sign-off meetings.

A summary of your role duties and responsibilities and requirements will be:

The CDM (Design) is the primary interface to the customer (UK MOD and SANG) for all Training Transformation TEL analysis and design activities, and is responsible for the delivery of all programme CTS design outputs and value for money solutions against an exacting programme at minimal risk to the Company. The role of the CDM (Design) has the following primary requirements and responsibilities:

• Experience/Knowledge. Vital to the success of the position is a detailed knowledge of the DSAT process coupled with extensive experience and background in the deployment and operation of, preferably military, fixed and deployable communication networks and systems.
• Customer Relationships. Foster and maintain a Close working relationships with the customer (SANG/MOD) based on trust, adaptability, credibility and reliability.
• Planning. Creating and maintaining accurate plans, reporting on progress and status, and securing appropriate resources required to meet target and other milestones. Effective use of MS Project, MS Excel and PowerPoint underpins this activity and therefore the incumbent must be a master of each application.
• Gate Management. Ensure the correct implementation and maintenance of the DSAT outputs, covering all aspects of the programme. Responsible for management of all sub-contractor deliverables through strict adherence to the established gate process.
• Resource Management. Closely work with the assigned sub-contractor to ensure that appropriate resources are assigned to task and deliver as per schedule. Ensure efficient use of Company and sub-contractor resources to deliver continuous and high levels of Customer satisfaction.
• Facilitation. Act as the primary conduit between the SANG Signal Corps / MOD and the assigned sub-contractor in order to facilitate analysis and design activities including workshops, reviews and meetings.
• Reporting. Collate, present and issue progress reports for the design projects in line with the agree programme template, managing and reporting on risk and issue management, with a solution oriented mind-set. Effective use of MS PowerPoint is essential here in order to conduct visual management and targeted communication
• Administration. Ensuring the design project administration is of high quality, accurate and up to date and in accordance with governance processes and procedures in place within the programme.
• Team Player. The programme environment is one of intensity and velocity which can manifest anxiety and stress. The CDM (Design) must be capable of working in such an environment as a positive contributor to the team dynamic, providing support and assistance to team members, with the ultimate goal of delivering as One Team with shared success!

Contact with Others (Internally / Externally / Meetings):

The CDM (Design) is an important representational role for the company. The post-holder will be expected to manage effective business relationships with a wide stakeholder group including:

• Internal: Regular contact, as defined and required:
a) National Guard Signal School Company Staff and Instructors;
b) Company Project and Delivery Staff;
c) Company Engineering and IT Staff.

• External: Regular contact, as defined and required, with:
a) National Guard Signal School SANG Staff;
b) National Guard Headquarters Senior Officers;
c) Sub-contractors;
d) SANGCOM MoD Training Transformation Portfolio Team;
e) Wider SANGCOM portfolio teams and support staff;

• Meetings:
a) To lead or contribute to formal meetings, correspondence reports and minutes;
b) To lead and manage the gate reviews process during the design phase of a CTS in accordance with the baselined programme;
c) To lead workshops related to the TEL analysis and design activities in order to develop appropriate solutions (Note: Overseas travel will be required).

Judgement/Decision Making Authority (Specific Responsibilities):

• Will have an informed decision making responsibility for TEL issues on behalf of the TEL Programme;
• To assist and collaborate with other members of GPT as a fully co-operative team member;
• To maintain an efficient filing system and prioritisation of work;
• To be pro-active both in developing own knowledge and skills, and in developing required outputs;
• Commensurate with the above duties and responsibilities and as directed/delegated by the Head of Training Transformation.

To be eligible for this role you will need the following knowledge and experience:

Knowledge and Experience:
• Extensive knowledge, understanding and experience in the deployment of Defence Systems Approach to Training Quality Standard (DSAT QS) during analysis and design.
• Minimum of 5 years’ experience within delivering projects to the MoD ideally within a training environment.
• Experience and understanding of delivering and using Technology Enhanced Learning (TEL) as part of a blended learning approach to training, including use of Learning Management Systems (LMS);
• Knowledge and Experience of the following fixed and deployable telecommunications systems, preferably based within a military environment:
a) IP networks;
b) Secure Mobile Radio Systems / TETRA;
c) Digital Microwave Radio Systems including SDH;
d) HF Communication Systems;
e) PABX systems;
f) Fixed and deployable Satellite;
g) Troposcatter Systems.
• Proven track record of delivering successful and complex IT projects.
• Managing people skills particularly within a multi-cultural environment
• Ability to work to tight deadlines in a multi-national, multi-functional team
• Excellent presentation, written and oral communication skills
• Extensive Customer relationship management and consultancy experience.
• High standard of written and spoken English.
• Highly competent in the use of Microsoft Project and the wider Microsoft Office Suite

Qualifications:
• Bachelor of Engineering (BEng) or equivalent;
• Training Design and Assessment Course;
• PMI or PRINCE 2.

As this role is based in Saudi Arabia, candidates must meet all of the minimum qualifications as they are not bound by UK or EU Laws, also only individuals up to the age of 55 will be considered for any of these roles.
