Key accountabilities & activities
Reports to: Manager - Innovation & Development
1. Daily Operations
• Follows day-to-day operations related to own job to ensure continuity of work
• Contributes to the identification of opportunities for continuous improvement of processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement
• Collaborates in the preparation of timely and accurate Innovation & Development (I&D) department / section reports to meet company and department requirements, policies and standards
2. Training & Development
• Leads in defining and development of Civil Defence training solutions.
• Participates in job analysis (JA) and job competencies requirements capture.
• Contributes to interpretation for Role Performance Statements (Role PS) and Formal Training Statements (FTS)
• Participates in defining Training Needs Assessment (TNA) requirements
• Develops Requests for Proposal (RFP) ensuring alignment with specific client training requirements
• Leads in technical evaluation of proposals as submitted by bidders
• Corroborates bidder recommendations for improved instructional equipment and training technology
3. Project Management
• Provides technical expertise in support of the project management function
• Participates in follow-up visits in order to ensure that vendor products and equipment are as per quality guidelines
• Works closely with the project staff to provide T&D inputs to clients for ongoing projects
• Participates in post-implementation support and evaluation of training deliverables
• Evaluating and verifying training resources and training delivery
4. Understanding Client Requirements
• Coordinates with Business Development & Sales (BDS) to capture client T&D needs in order to provide ideal solutions
• Ensures RFPs drafted by the Innovation & Development (I&D) team capture all client T&D requirements in order to ensure the proposal bids received from the bidders are as per client requirements
• Verifies the alignment of Training Paths and Career Paths against specific client requirements
5. Proposal & Project Development
• Works with Account Leads to develop the learning & training solutions for Civil Defence (Fire, Search & Rescue, USAR & Disaster Recovery and HAZMAT)
• Aligns and Verifies Job Performance criteria
• Verifies the alignment of organizational data-packs against specific client requirements
• Develops and maintains proposal templates in alignment with the TS departmental business processes and procedures
• Assists in RFP evaluation and vendor down-selection
• Provides post-implementation support and evaluation of training deliverables
6. Training & Development Expertise
• Act as the in-house CD expert for any queries around learning aspects of training solutions
• Answers all CD questions received from the bidders concerning RFPs released by Training Solutions
• Identifies preferred bidders based on CD offerings and shares recommendations with the Executive Manager – Training Solutions
• Ensures T&D aspects of training solutions are effective
• Responsible for ensuring the ERP system is up to date in terms of assigned opportunities
7. Proposal Evaluation
• Participates in proposal evaluation process and raises technical questions to bidders
• Evaluates technical proposals as submitted by bidders
• Participates in systematic after-action-reviews for successful and unsuccessful bids, ensuring appropriate feedback loops for lessons learned
• Undertakes to support the necessary personnel to participate in RFP drafting, publication and evaluation
8. Policies, Processes & Procedures
• Follows all relevant departmental policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner
• Complies with all relevant safety, quality and environmental management policies, procedures and controls to ensure a healthy and safe work environment
9. Information Security
• Comply with all relevant Information Security practices and standards to ensure data integrity and confidentiality
Key interactions:
Various Cells within Training Solutions Division
• Interacts on a regular basis for work related to proposal drafting for Training Solutions
• Collaborates with the Training Evaluation and Verification (TEV) specialist in validating training deliverables
• Contributes to technical interpretation in support of TQA
• Collaborates with fellow I&D SMEs to align training solutions
Project Managers:
• Works closely to provide T&D knowledge for the ongoing project
Key External Interaction
Bidders (External Vendors):
• Coordinates with bidders through Partner Relations Management to close any T&D queries around the proposal drafting process
Clients:
• Provides any T&D assistance required on ongoing projects
• Assists and advises in Training Quality Assurance (TQA).
Job specifications
Academic and professional qualifications:
• Bachelor’s degree in Fire Engineering or Fire Investigation
• Higher Diploma in Fire Technology, Occupational Health & Safety and Hazardous Materials
• Fire, Search & Rescue (FSR) Training practitioner and professional Instructor
• Training Analyst, Designer & Developer author / writer
Years and Nature of Experience
• 10 - 15 years of relevant Fire training and FSR operational experience
