My client, who is a major services provider, is now seeking a Head of Civil Works for their operations in Saudi Arabia, you will be reporting to the Executive Board and you will have about 28 personnel reporting to you including the Civil Works Core Team.

Your primary objectives and functions will include:-
• To be the company’s authority on all civil construction aspects of the programme.
• To develop a Civil Works Core Team, project management, design and supervision capabilities commensurate with the programme needs.
• To deliver the Civil Works programme
• To ensure the effective and timely delivery of civil engineering and construction support to the programme team.
• To ensure that civil engineering solutions are compliant with the appropriate standards.
• To ensure that civil works sub-contractor solutions are compliant with the associated scopes of work.

Summary of Duties and Responsibilities will consist of:-
The Civil Works Core Team provides a Programme Management Office as the primary source in the company for all civil engineering and construction policy and solutions. The Head of Civil Works has the following areas of responsibility:

• Ensure efficient use of Company resources to deliver:
a) Construction project Management
b) Timely, value for money, high quality civil engineering and construction solutions.
c) Coordinated system designs for all projects containing civil engineering requirements.
d) Improved standards for civil engineering solutions.
• Provision of civil engineering and construction support to the engineering, proposals and implementation teams.
• Creation of co-operative working relationships with MoD team and sub-contractors.
• To define and implement civil works and construction engineering policy.

Contact with Others (Internal/External/Meetings):

The Head of Civil Works is an important role in the company. The post-holder will be expected to coordinate high quality civil engineering and construction solutions for each project. He will be required to raise the standard of civil engineering and constructions within the company and to promote those standards inside the company and to our customers and suppliers. It is highly likely that the post holder will regularly report at Board level, liaise with Senior Management in UK MOD Team, advise Senior Ranks in the Saudi Arabian National Guard and coordinate with sub-contractors.

Judgement/Decision Making Authority (Specific Responsibilities):

The post holder is empowered to revise and maintain civil works policy and procedures implementing them accordingly.

Recruitment Specification (Knowledge & Experience):
Essential
• Minimum of a Bachelor’s Degree or equivalent in a civil engineering or associated construction discipline. Must be a Chartered Engineer (CEng or PEng)
• Sound understanding and proven track record of civil engineering, construction, mechanical, electrical and system engineering practices.
• Proven track record of delivering successful civil works projects with specific experience in building and facilities construction and experience in UK MoD related projects.
• Sound knowledge and experience of managing multi-disciplinary teams.
• Detailed knowledge of civil engineering standards applicable to Saudi Arabia.
• Excellent standard of written and spoken English.

Desirable
• Knowledge of written and spoken Arabic.
• Experience in delivery of civil works and communications infrastructure programmes
• Experience of living or working in the Middle East

As this role is based in Saudi Arabia, candidates must meet all of the minimum qualifications as they are not bound by UK or EU Laws, also only individuals up to the age of 55 will be considered for any of these roles.
