My client, who is assisting with the 2022 World Cup in Doha are now seeking to recruit a Work Force Unit Advisor to become a key member of the team on a two-year contract.

You will be reporting to the Work Force Unit Head and you will provide expert guidance and support to ensure the development and delivery of the Manpower Unit project plan.

This will include ensuring delivery of a security ‘Capability and Capacity Review’ across public, private and FIFA / LOC sectors, and throughout BAU, BAU+, and World Cup domains to determine the manpower capability requirement, map it against capacity, and develop a definitive comprehensive Manpower Allocation and Utilisation Plan, with appropriate annual and weekly work/leave detail. The Work Force Unit Advisor will ensure economy (avoid duplication); efficiency (appropriate work/rest, and Public/Private and Host Nation/JV balance); and effectiveness (right skills, right people, right place). Additionally, they will identify, develop and mentor suitable Qatari SQEP to achieve sustainability and in order to ensure legacy impact is maximised.

Key Responsibilities
• Ensure coherence with the Security Committee’s 2022 Security Strategy, Concept of Operations and delivery Roadmap with respect to the Work Force Unit’s scope of work
• Ensure the delivery of Unit outputs on behalf of the Work Force Unit Head
• Oversee the production and delivery of the Unit Blueprint and Readiness Plan as per the Work Force Unit Commission.
• On behalf of the Work Force Unit Head, ensure effective engagement and liaison with external stakeholders, with particular emphasis on manpower, training, readiness and assurance, consultancy across government, FIFA/LOC and private sector domains, to align Work Force with event-wide planning, readiness and delivery activity
• Report project progress, risks and issues in accordance with Security Committee and Security Department assurance and programme management processes
• Debriefing and follow up of initiatives and matters discussed at meetings
• As directed, strategic engagement with SC and Security Committee partners and stakeholders
• Looking at a high/macro level into matters like progress reports, potential deviations, remedies, predictions, assessing available options/ scenarios/ alternatives, KPIs, and only dive-in as/when required/necessary
• Conduct feasibility studies, deep dives, reports as requested
• Provide a wide spectrum, forward thinking operational and strategic insights and perspectives
• Identify, develop and mentor appropriate Qatari QSEP in order to ensure that legacy impact is maximised.

Qualifications, experience and skills
Education and certifications
• Bachelor’s degree in Management or relevant discipline, preferably a postgraduate degree in relevant subject experts from an accredited institution
• Possession of an appropriate master’s degree an advantage

Experience and skills
• Minimum of 16 years’ related experience with at least 5 years in a managerial / leadership role
• Demonstrable past performance in delivering similar detailed Work Force planning for a recent major international event.
• Evidenced past performance in hands on, long term consultancy, advisory and enabling work
• Expert in appropriate software and management support toolsets
• Significant governance, management and communication experience at senior level
• Excellent knowledge of the local, regional and international regulatory policy issues and emerging policies affecting large-scale development projects is an advantage
• Excellent written and oral communication skills
• Programme/Project Management Office experience
• Well-developed analytical and problem-solving skills and ability to devise creative solutions to complex problems and issues
• Excellent interpersonal, negotiation and presentation skills
• Ability to think forward, grasp concepts and establish focus
• Organizational and planning skills
• Experience of working in the region and knowledge of local culture
• High attention to detail and accuracy
• Flexibility and a related ability to work autonomously
• A team player willing to work on tight timelines and pitch in when needed
• A positive attitude, patience and persistence, especially when dealing with various internal and external stakeholders
• Fluent English (oral and written)
